PLAN AND BY-LAWS FOR THE LIBERTARIAN HALL OF FAME DRAFTcomments welcome. 1. The Libertarian Hall of Fame (LHF) is a project of Free New York, Inc. 2. The LHF Committee will consist of the entire board and will be chaired by its President. 3. The purposes of the LHF are: a. to honor the heroes of liberty of all times and places; b. to educate the public about the importance of liberty in human life; c. to promote Free New York, Inc.; d. to encourage cultural tourism in the Buffalo area; and, e. to promote the economic revival of Western New York 4. The LHF will initially be internet-based until such time as a suitable building can be acquired. 5. “Libertarian” refers to someone who has advocated, supported, fought or died for individual liberty or freedom in some important way. We use the term in a broad sense and not in any narrow, doctrinaire, sectarian or partisan way. If a nominee has made a significant contribution to human liberty, she or he will not be disqualified from membership because of a lack of philosophical consistency or personal probity. However, in determining eligibility for induction, a nominee's contributions to liberty shall be weighed against his or her efforts against individual liberty, if any. 6. The Committee shall appoint a Selection Committee of 100-150 distinguished citizens from around the world. 7. Members of the board shall be ex officio members of the Selection Committee. 8. From a variety of sources, including recommendations from the Selection Committee, the Committee shall post a list of potential inductees and create an online poll open to the public. The results of the poll will be advisory only. 9. The Committee shall create a list of final nominees for the initial class of inductees. 10. The initial class will be about 10. 11. Any ten members of the Selection committee may designate additional final nominees. 12. The Committee shall prepare a brief summary of the qualifications of each final nominee and distribute this material to the Members and post it online. 13. Each member of the Selection Committee shall then vote (the precise method of voting to be determined by the Committee) for as many nominees as will be inducted for that year. 14. Barring unforeseeable circumstances, the decision of the Selection Committee will be final. 15. The Committee is authorized to commence operations immediately with the expectation that the first class of inductees will be chosen by mid-2007.
